GOLDEN PHOENIX 2008


As a follow-up to the successful demonstrations in Los Angeles in July 2006/7, there will be a Golden Phoenix 2008 in San Diego next July.

This will be the third effort to be facilitated by Marine Aircraft Group-46 (MAG-46, 4th Marine Aircraft Wing, Marine Forces Reserve).

The 2006 effort partnered with the Los Angeles Unified Command and as completed was a tremendously successful capabilities demonstration focused on civil-military post-earthquake disaster relief efforts.

This July 2007 iteration was based upon the successes achieved in 2006, MAG-46 and the Los Angeles Unified Command expanded the scope of the demonstration resulting in a collaborative training evolution called Golden Phoenix in July. The training took place in multiple locations throughout Los Angeles and Orange Counties.

• Over 1,000 participants/observers from over 60 different local, state and federal agencies involved in disaster management/response
• Series of Table Tops, Information briefs and 30 hour tactical level field training evolution

• Lessons learned during both training periods emphasized the need for continued regional tactical level interagency exposure and collaboration per existing National Incident Management System (NIMS) and Defense Support of Civil Authorities (DSCA) policies and procedures.

This year Golden Phoenix will be led by new partners, Customs and Border Protection, Office of the Border Patrol, San Diego Sector (Federal lead) and San Diego County/City 1st responders and emergency personnel (Civil Lead). MAG-46 will facilitate DoD interaction/training.

The primary location will be San Diego, CA in July 2008. The salient points are:

* Golden Phoenix is Not an “exercise” nor an “operation”
* It will be a NIMS/DSCA compliant Collaborative Training Event
* Each participating entity will accomplish stated training objectives (based on annual requirements) which will be assimilated into overall Golden Phoenix objectives
* Capabilities are “pooled” to meet individual agency training objectives
* Select annual requirements satisfied
* Exposure to “non traditional” partners’ policies and procedures.
