NIUSR Announces Magic Lantern
A Virtual Simulation Table-Top Exercise for October 2008

NIUSR is announcing that as one of its initiatives for 2008 will be Magic Lantern, an eight-hour, virtual simulation, unclassified table-top exercise in which you are invited to participate.

“MAGIC LANTERN” GENERAL BRIEFING – 12/21/2008

The Goal of Magic Lantern is two-fold – one to determine if the planning for the exercise can be done virtually, and two, to conduct the table-top virtually. There is no funding for Magic Lantern; all participants’ will be volunteering their time and resources.

Participation is open to all NIUSR members and the technologies they use. Additionally, Non-NIUSR members may apply as well, by contacting John Gargett, Vice President for Operations, NIUSR (360) 656-5700, John@Gargett.com.

The scenario is multiple IED attacks in the United States, and a Maritime threat in a foreign country. Magic Lantern will provide simultaneous inputs, coordination and actions between participating EOC’s, the simulation engine, and the virtual Magic Lantern National Coordination Center (ML-NCC.) The San Diego State University Visualization Laboratory has offered to serve as the ML-NCC for this exercise.

1. Planning Goal – Conduct All Meetings Virtually

  • 1.1.1. Objective: Operating as if a pandemic were occurring, meet virtually to conduct all planning meetings to include video teleconferencing, white boarding, and file sharing.
  • 1.1.2. Objective: Use NIUSR Principal Participant technologies for the core planning and exercise conduct.

2. Exercise Goal – Provide Operational Situation Report from multiple EOC’s to simulated ML-NCC

  • 2.1.1. Objective: Establish simultaneous data, imagery, video and other online linkages between participating EOC’s into ML-NCC.
  • 2.1.2. Objective: ML-NCC will consolidate all Operational Updates into a simulated National Operational Situation Report.

3. Exercise Goal – Use of a distributed simulation based environment to model the real-world TIME deployments of personnel, resources etc.

  • 3.1.1. Objective: Provide direct simulation inputs from participating EOC’s on deployment of resources to Fusion Simulation Engine
  • 3.1.2. Objective: Provide direct simulation messages on resources from Fusion Simulation Engine to participating EOC’s. The simulation will also model fatigue of forces, fuel consumption of vehicles, and produce injects

4. Exercise Goal – Evaluate effectiveness of the Magic Lantern crisis management information on response actions, plans and procedures.

  • 4.1.1. Objective: Verify network robustness for simultaneous feeds of data from, and between, multiple locations.
  • 4.1.2. Objective: Determine the effectiveness of virtual exercise planning, execution and after-action debriefing.

5. Real-World Goal: Determine if Concept of Operational Coordination is a viable option in a virtual environment for NIUSR support to real-world events.

  • 5.1.1. Objective: Assess NIUSR’s ability to plan and execute Magic Lantern in a virtual environment.
  • 5.1.2. Objective: Evaluate the ability of NIUSR to operate under ICS and NIMS standards in a virtual environment.
  • 5.1.3. Objective: Implement Lessons Learned to ensure that NIUSR support to real-world events is Scalable, Repeatable, and Sustainable.

NIUSR will not be conducting field exercise activities for Magic Lantern. However, if the participating members, their agencies or companies would like to involve their emergency responders in field play that would be a valuable contribution to the overall exercise goals and objectives.

Projected Timetable

  • Initial Planning Meeting – March 18th, 2008
  • Identify participations
  • Identify Magic Lantern National Coordination Center
  • Mid-Term Planning Meeting – June (Date to be set at IPM)
  • Final Planning Meeting – September (Date to be set at IPM)
  • Systems Training – April, May, June, July, August and September (Dates to be coordinated by NIUSR Members supplying technologies throughout year)
  • Data Synchronization and Network Testing – July, August and September (Dates to be set at IPM)
  • Magic Lantern Exercise – October (Date to be set at IPM)
  • After-Action Report – November (Date to be set at IPM)
